Support during unemployment, temporary layoff and bankruptcy
Tekna offers the following support schemes for members who become unemployed, are temporarily laid off or are affected by bankruptcy. These schemes are in addition to unemployment benefits from NAV (the Norwegian Labour and Welfare Administration) – see which rules apply to unemployment benefits and how to apply.
Tekna has a support scheme for waiting days, with a fixed amount of NOK 1,500. If you are unemployed or temporarily laid off and have applied for unemployment benefits, you can apply for waiting-day compensation from Tekna by submitting the application form for waiting-day compensation.
You can apply for this compensation more than once, but there must be at least three years between each application, and you must be able to document this with a new unemployment benefit decision from NAV.
Tekna members who otherwise meet the conditions for unemployment benefits, but who are refused by NAV because of the income requirement — having had short-term employment or insufficient earned income — can apply for financial support from Tekna.
If Tekna grants you support, you can expect to receive a one-off payment equivalent to a maximum of one month's unemployment benefits at the lowest rate.
The main conditions for receiving financial support from Tekna are that you:
- otherwise meet the conditions for unemployment benefits
- have not caused your own unemployment
- have been a Tekna member for at least six months at the point when the unemployment benefit conditions would otherwise have been met
- are actively seeking work
How to apply
Complete the application form for financial support (PDF - in norwegian) and attach the following documentation:
- A copy of NAV's decision refusing your unemployment benefits
- Documentation of income (copies of your payslips for the last three months, or your statement of pay and tax deducted)
- A copy of your employment contract and notice of temporary layoff, or your notice of dismissal/certificate of employment, which must contain the following information:
- the start and end dates of the employment
- weekly working hours
- the reason for leaving (if you resigned as an alternative to being made redundant due to cutbacks, this must be documented)
- the notice period
- the date of the notice of dismissal
Send the application and attachments by post to Tekna's secretariat, P.O. Box 2312 Solli, 0201 Oslo. The processing time is approximately one week from when the application is received.
An employee can have outstanding wages, holiday pay, etc. covered if their employer goes bankrupt. NAV administers the Wage Guarantee Scheme and pays out this support. The support is capped at 2G the National Insurance basic amount (G) (in norwegian) is adjusted every 1 May). NAV has a long processing time, so Tekna advances the net amount as soon as it has been approved by the trustee of the bankruptcy estate.
It is a condition that you have been a Tekna member for at least six months.
The claim must have been submitted to NAV's Wage Guarantee Scheme by the trustee before you can request an advance from Tekna.

How to apply
You must complete the assignment declaration form (PDF - in norwegian). The form must be completed in cooperation with the trustee, who must also sign it.
